Insurance for AI startups: tech E&O, cyber and D&O by stage

The short answer

AI startups typically carry tech E&O for client claims, cyber for breaches and outages, and D&O once they raise outside money. In our register, the providers that sell AI cover online and direct, Corgi and Embroker, attach it to tech E&O. Specialist AI liability policies, such as Armilla's, are placed through brokers.

What insurance does an AI startup need?

The core policies for an AI startup are usually tech E&O, cyber and D&O. Which comes first depends on your stage, your customers' contracts and whether you have outside investors.

  • Tech E&O pays client claims that your product or service failed or caused a financial loss. For an AI company, this is where a model error usually lands.
  • Cyber pays for breaches, ransomware, outages and the cost of responding, plus claims from people whose data was exposed.
  • D&O protects founders, directors and officers against claims about how the company is run, often brought by investors.
  • General liability covers bodily injury and property damage, and is often required by office leases and some customers.

Other lines, such as employment practices liability, crime and media liability, come in as you hire and grow. Corgi's startup packages, for example, include general liability, D&O, media, EPLI, fiduciary and crime alongside tech E&O and cyber1, 2.

How does startup insurance change by stage?

The mix grows as you sign bigger customers and raise more money. This is a general pattern, not a rule, and customer contracts often set the minimum.

Pre-seed and seed

Before revenue, the main exposures are a data breach and a claim from an early pilot customer. Many founders start with tech E&O and cyber, often bundled, and add general liability when a lease or customer asks for it.

Series A

Outside investors and a board bring D&O into the picture. Enterprise customers start sending security questionnaires and contracts with insurance requirements, which can push limits up.

Growth stage

Larger contracts, more staff and regulatory attention add employment practices, crime and higher limits. This is often when a standalone AI policy, sitting beside tech E&O and cyber, comes up. Some providers build packages around stages: Corgi groups its cover by funding stage1.

Where does AI cover fit in a startup's insurance?

For most AI startups, AI risk sits first in tech E&O, because a model error usually reaches a customer as a product failure. The question is whether the wording says so.

AI written in

Embroker's Artificial Intelligence Coverage Endorsement confirms that AI-delivered services and AI-integrated products are in scope of eligible tech E&O and cyber quotes3. Corgi sells AI modules that attach to its tech E&O policy1.

AI written out

A May 2025 law-firm alert described a W. R. Berkley 'absolute' AI exclusion in D&O, E&O and fiduciary policies4. Trade press reported that Verisk's ISO unit issued optional forms that remove generative AI claims from general liability5.

As you grow, a separate AI policy can sit above or beside tech E&O. Armilla's standalone policy is designed to respond ahead of conventional cyber or E&O wording6, and Relm's PONTAAI is an excess wrap over an existing liability program for AI claims those policies may exclude7.

For the detail on E&O wording, see does tech E&O cover AI.

Which providers sell AI cover to startups online?

In our register, Corgi and Embroker sell online and direct. Both attach AI cover to tech E&O rather than selling it as a separate policy.

  • CorgiModular AI coverage on tech E&OLimit not publishedOnline, direct
  • EmbrokerArtificial Intelligence Coverage Endorsement$150Kfor algorithm removalOnline, direct

Corgi operates as a licensed carrier, Corgi Insurance Company, Inc., alongside Technology Risk Retention Group, and partner carriers rated A- or better may also write cover2, 1. Its AI scenarios include biased algorithms, inaccurate or harmful generated content, training-data misuse and autonomous system failures1. Corgi notes that risk retention group policies are not covered by state guaranty funds2, 1.

Embroker sells startup insurance online8. Its Artificial Intelligence Coverage Endorsement has been added automatically to eligible tech E&O and cyber quotes for tech companies in the Embroker Startup Program since 5 August 20253. It covers claims over biased AI output, regulatory probes into how AI is built or used, and the cost to fix or remove a flawed AI system, with algorithm removal capped at $150,0003.

Embroker's pages do not name the insurer behind the endorsement, so ask which insurer writes the policy3.

What do startup-focused brokers and insurtechs offer for AI?

They differ. Founder Shield lists a dedicated AI line, Vouch places E&O with an AI endorsement, and At-Bay publishes AI guidance without AI-specific cover:

  • Founder Shield, owned by The Baldwin Group, lists a Gen AI Liability line. It retired its brand in October 2026 and now operates as Baldwin's Innovation Practice9, 10.
  • Vouch says it can place E&O for AI companies with an AI-specific endorsement from Corix, which it describes as a division of Hiscox, covering IP claims over training data or outputs, bias claims, regulatory defence costs and AI model performance errors. It states no limits11. Vouch agreed in 2025 to sell its underwriting business, including Corix, to Hiscox12, 13.
  • At-Bay, a cyber insurtech, publishes AI risk guidance but no AI-specific coverage on its site14, 15. Munich Re agreed to buy it in August 202616.
  • Vouch and HiscoxAI endorsement on E&O, with CorixLimit not publishedThrough Vouch

Counterpart, which sells through brokers, added affirmative AI cover aimed at small businesses, startups and professionals who use AI17. A broker can also place specialist AI policies that are not sold online, such as Armilla's, which goes through surplus lines brokers6.

Is there AI insurance for startups that build AI models?

Yes. 9 listings in our register are written for companies that build AI, and 9 more for companies that build or use it.

Mosaic Insurance and Munich Re cover financial losses when a model misses defined performance thresholds, for AI developers and vendors18. AXA XL's generative AI endorsement, for businesses developing their own models, names training-data poisoning, failure to secure rights to copyrighted or licensed material, and liability under the EU AI Act19.

Armilla Guaranteed lets a vendor stand behind accuracy or quality metrics, with a funded pay-out if they are missed; Armilla says it is a contractual guarantee, not insurance6. AIUC ties insurance terms to an audit against its AIUC-1 standard for AI agents20, explained in the AIUC-1 guide.

Ollive's cover for AI vendors is not yet on sale: its page says the program is being designed21. If you sell agents, the AI agent insurance guide goes further.

How much does AI startup insurance cost?

No provider we track publishes prices for AI cover, so we do not give figures. Premiums depend on revenue, customers, claims history, limits and, for AI, evidence about the system itself.

Customer contracts often set the limits you need, so read their insurance clauses before you sign. AI Insurance Tracker does not sell insurance; a licensed broker can confirm what a specific policy covers. The AI liability insurance guide covers the wider market.

Questions

Does Corgi sell AI insurance online?

Yes. Corgi sells AI coverage modules that attach to its tech E&O policy, quoted online alongside a startup package that can include cyber, general liability, D&O and other lines. It operates as a licensed carrier and a risk retention group, and availability varies by state.

What is the Embroker Startup Program AI endorsement?

It is the Artificial Intelligence Coverage Endorsement, which Embroker has added to eligible tech E&O and cyber quotes for tech companies in its startup program since 5 August 2025. It confirms that AI services and AI-integrated products are in scope, covers biased-output claims and AI regulatory probes, and caps algorithm-removal costs at $150,000.

Does Founder Shield still exist?

Founder Shield retired its brand in October 2026 and now operates as The Baldwin Group's Innovation Practice. The Baldwin Group has owned it since 2021. Its Gen AI Liability line is still listed on foundershield.com, which now carries the Baldwin Innovation Practice name, and client portals remain in place.

Do AI startups need a separate AI liability policy?

Not always at the start. Many begin with tech E&O and cyber and check that the wording does not exclude AI. Larger AI companies may add standalone cover: Armilla's policy, for example, targets AI scale-ups, large tech platforms and enterprises, with limits up to $25M per organization.
