Vouch vs Embroker

Both are San Francisco startup-insurance specialists that sell online, but they are built differently. Vouch is now a pure broker that places cover with carriers, having agreed to sell its underwriting arm to Hiscox. Embroker acts as your broker and also sells its own programs, and it adds an AI endorsement to eligible tech E&O and cyber quotes.

The differences that matter

  • Vouch is a stand-alone broker since agreeing to sell its underwriting agency and insurer to Hiscox in August 2025. Embroker acts as your broker when you buy and also sells programs of its own, some underwritten by Everspan. [1][2]
  • Vouch sells “AI Insurance”, which it calls a specialized tech E&O policy. Embroker adds an AI endorsement to eligible tech E&O and cyber quotes, with algorithm removal expenses up to $150,000. [1][2]
  • Vouch’s site features advice services such as contract reviews and claims advocacy. Embroker’s lists coverages, and it also serves law firms, real estate agents and consultants. [1][2]
  • Vouch names its licensed company and lists license numbers for every state. Embroker lists numbers by state without naming the licensee, and Rhode Island is missing. [1][2]
  • We found one regulatory action between them: a $1,225 Texas penalty against Embroker in December 2025 for filing surplus lines policies late. [1]
  • Vouch publishes median premiums from its own clients, such as about $2,000 a year for tech E&O at a $1M limit. Embroker’s pages that we read publish no prices. [1][2]

Which might suit you

  • Vouch may suit you if you want an adviser to shop your cover across carriers and help with contracts, investors and claims.
  • Embroker may suit you if you want AI wording added automatically to a tech E&O and cyber quote you can buy online.

Whichever you choose, ask who the insurer is on each policy, its financial rating, and the limits and exclusions on the AI wording. See what AI startup insurance costs for published price data. Our AI clause scanner flags AI exclusions in policy text, and the underwriting questions checklist shows what you will be asked.
